Description SummaryAt Enterprise, we're transforming affordable
housing development practices to prioritize climate resilience and
lead the transition to a low-carbon economy. The Senior Program
Officer, Predevelopment Grants will help design and manage Power
Forward Communities' multifamily market building and predevelopment
grants program and support related technical assistance activities.
This staff member will serve as a thought partner and do-er as we
build new ways to support owners and operators of multifamily
affordable housing properties reach zero emissions across their
portfolios. Predevelopment grant funding will be strategically
deployed to build capacity of the sector to equitably decarbonize.
This work will occur in collaboration with our deployment of
financial assistance, trainings, and technical assistance. The
Senior Program Officer will have direct contact with owners,
operators, and developers of affordable housing as well as many
staff members across the Power Forward Communities coalition. Key
success factors for this position are excellent project management
skills to ensure a transparent, collaborative, impact-focused,
compliant grant program as well as excellence in relationship
management and proactive anticipation of needs of the field related
to equitable affordable housing decarbonization and climate
resilience. The Senior Program Officer should have technical
expertise in decarbonization, climate resilience, community
engagement, or sustainability and a proven ability to apply this
with affordable housing. The Senior Program Officer, Grants will
report to the Senior Program Director, Energy Justice.Location:
Washington, DC preferred.This position may be based in any of the
following locations: Washington, DC; Boston, MA; New York City, NY;
Atlanta, GA; Cleveland, OH; New Orleans, LA; Chicago, IL; Detroit,
MI; Denver, CO. Occasional travel will be required to participate
in team events and conferences.Job DescriptionJob Responsibilities:
Design and manage RFPs and selection processes for
capacity-building grant programs. Create RFPs and processes for
grant selection that are supportive of the Power Forward
Communities multifamily program at large and in compliance with
federal requirements. Achieve transparent, community-supporting,
capacity-building grant program processes that meaningfully advance
Power Forward Communities' ability to exceed our Justice40
commitments.Oversee and track grantee's performance to achieve
successful grant outcomes. Includes proactive and responsive
coordination with grantees, ensuring compliance with program
objectives.Coordinate with operations team, evaluation team, and
other stakeholders to ensure grant program success. Ensure
compliance with grantmaking processes and federal requirements
while also iterating on design strategies in response to evaluation
findings.Support other relevant Power Forward Communities
activities, from energy justice to benchmarking and training and
technical assistance deployment.While equitable decarbonization is
a primary goal of Power Forward Communities, identify and implement
opportunities to advance climate risk reduction and healthy housing
outcomes whenever feasible.In the first year, this position will
also support two adjacent work streams focused on climate
resilience and the preservation of affordable housing:Help deliver
climate resilience programming including program evaluation as well
as coordination, planning, and support for Resilience Academies
serving new geographies and constituencies.Support a training
series in the MidAtlantic market focused on small and medium
multifamily preservation, including climate resilience and
decarbonization strategies. The work may include coordination and
production of virtual or in-person trainings, partner outreach and
communications.Provide support and thought leadership for other
climate-resilience initiatives and actively participate in other
team initiatives, helping to achieve an impactful, fun,
cross-functional approach to Building Resilient Futures.
Qualifications: The ideal candidate will bring a range of
experience and attributes to Enterprise: Bachelors Degree preferred
or combination of education and experience in related
fieldDemonstrated commitment to racial equity and social justice.
Minimum of four years project management experience, preferably in
relation to community development and/or climate action.Excellent
project management skills.Strong presentation, negotiation, and
interpersonal skills.Demonstrated strong judgement and ability to
identify and analyze typical work situations and develop effective
solutions.Familiarity with affordable housing and/or community
development.Familiarity with building decarbonization, climate
resilience, energy efficiency, and/or high performance building
approaches.Strong organizational skills and ability to coordinate
complex activities, prioritize conflicting demands, and meet
deadlines. Demonstrated professionalism, diplomacy, composure,
flexibility and ability to adapt to a variety of situations.
Experience with administering competitive grant programs
preferred.Total Rewards at Enterprise: You will be working with a

Enterprise offers a comprehensive total rewards package for you and
your family. The base salary for this role is $85,000 to $$90,000,
depending on level of skills and experience. The salary range for
this position is represented by the low and high end of the range
for the amount to be paid for the position. Salaries paid at
Enterprise will vary based on factors that may include skills,
education, location, experience, and performance. The salary range
is just a part of the total rewards package provided to employees
at Enterprise, and other rewards may include annual performance
