The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


  • Reviews case files, tax returns, examination reports, work papers, adjustments and closing documents. Determines that required documents are present, complete and consistent with the examination reports. Ensures that all necessary documents are properly signed and executed.
  • Determines presence of a variety of factors which impact on the processing of the case, such as a statute of limitation expiration, "No Record on AIMS", partial agreements, and agreed to over $50,000 deficiency. Ensures that all the necessary documents are properly signed and executed.
  • Computes the proper assessable and allowable interest considering affected tax periods, varying interest rates, information received from the taxpayer, or other conditions identified when working the case. Computes allowable interest and the abatements of interest and penalties due to overpayments and/or over assessments.
  • Determines if over assessment is barred when statutory limitations are applicable. Prepares requests for manual assessment when necessary. Determines portion of over assessment barred from allowance when statutory limitations are partially applicable.

    • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).






      Qualifications

      Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.



      You must meet the following requirements by the closing date of this announcement OR time of referral:



      Specialized Experience/ Education GS-05:

      Applicants must meet one of the following: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-04) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular competencies needed to perform the duties of this position. This may be paid or non-paid experience. Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information and determining corrective action on accounts, researching for missing/unclear accounting information and reviewing financial documents submitted for completeness.

      OR

      You may substitute education for specialized experience as follows: A Bachelor's degree or four years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university.

      OR

      Have a combination of education and experience equivalent to one year of specialized experience. Post-high school education must be from an accredited business, secretarial or technical school, junior college, college or university.



      Specialized Experience GS-06:

      Applicants must have: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal government. Specialized experience is defined as progressively responsible clerical, office, or other work that demonstrates the ability to acquire the particular competencies needed to perform the duties of this position. Examples of qualifying experience include, experience dealing with the public analyzing tax or accounting issues. Experience resolving problems, adjusting accounts, and providing information on financial issues.



      Specialized Experience GS-07:

      Applicants must have: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in the Federal government. Specialized experience is defined as experience that is related to the work of this position and has provided you with the competencies necessary for successful job performance. Examples of qualifying specialized experience include bookkeeping or accounting duties, working with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, dealing with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions, interpreting account information to address a variety of issues, guidelines, and past transactions.

      Additional information


      • A 1-year probationary period is required.

      • This is a bargaining unit position.
      • Tour of Duty: Includes day, mid & swing shifts . Shifts vary by location. We will try to offer the shift of your preference, but you may be offered an alternate shift upon selection. Actual TOD will be determined at the time of selection.
      • You will be considered for telework, after at least twelve (12) months of employment with IRS. During this 12 month period you will be expected to work in-office for the 12 month period.
      • If this position is designated as hard to fill and you were referred by an IRS employee, the employee may be eligible to receive a bonus for referring you under The Employee Referral Bonus Program (ERBP), recruiting strategy.
      • Vacancies filled under this public notice may have varying levels of promotion potential and are not guaranteed to go to the full working level of the GS-7.
      • Alternative work schedule, staggered work hours or telework may be available.
      • A recruitment incentive may be authorized for eligible, highly qualified applicants. The incentive will be $2,000 and will require a two-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed as outlined in the service agreement.
